EPA-publish the final version of the new regulations on Friday, October 23, part of the administration of President Barack Obama's plan to cut more than 30 per cent of carbon emissions by 2030.

The new regulation requires all states to create a plan that is effective to meet the emission cuts in electricity generation.

Opponents claim the agency has pushed the limits of the law are too far away.
